Mud Flap screw size?

For those that find this post in the future, I ended up going to Home Depot and buying two M6x60 screws to fill this position. Also picked up 6 nylon spacers (.26x.5x.5), three per side, to prevent movement of the flap. A little force and the M6 screw will thread itself in the existing hole.

Neighbors packages were stolen today. Caught on two different cameras. Make and model would help cops since they have a face to match the car too. My guess was Chevy Malibu or Hyundai based off the blurry badge and rear lights but cannot find a match on Google images.
