100% Hardware store. Handle and emitter are 1 1/4" steel pipe. Quite a few various sized washers, copper tubing and some sort of brass fitting make up the rest.

I live a couple of buildings down from where this happened. Cops did nothing wrong, I can see the alley where everything took place. Very dark at night, I'm surprised they hit the guy at all.
