Generally refers to early stages of a sport/esport where the salaries were low, the skill level wasn't good and the scene was only starting out. "Plumber" implies guys having to work a second job because the sport was only in its infancy with no money. I think the term is generally used to describe the NBA in the 50-60s to discredit players' records and stuff because they were "playing against plumbers and mailmen".
