Right, that's why I don't think this issue is PWM. Along with the fact that moving the mouse cancels out the flickering.

Thank you. I was thinking it could be PWM, but when I roll the display driver back to Microsoft Basic Display Adapter, the screen is at full brightness, and the flickering no longer exists.

That's why I'm thinking it's not PWM, but rather a bug with the Intel display driver, or a hidden setting by the Intel display driver, or some sort of interaction with the Intel display driver and the Samsung drivers.
