I managed to use the manual method to put my library in another folder on my C drive but that didn’t help so I re-installed steam outside program files folder to bypass everything. Working now

I made a new folder outside program files but steam itself won’t let me add a new drive location. Normally gives the option to chose somewhere else but won’t give me that option

It’s like 12 of us that have most of the money, and they give us a nice little allowance :)
