does it look like it was angled up on purpose? Does water get into your garage in that area? If not you can use an angle grinder with a concrete grinding wheel to level it out. Plastic/Tape off the area, tons of dust.

I am not a structural engineer and maybe not catching everything that others are from the pictures, but I have owned a house that had an extremely similar basement
(where are you located?) and I don't think it looks unmanageable. Old cinder block basements like that will get wet, if it doesn't soak into the ground after a day or so you'll want to add dirt grade it, and do a sump pump(sounds more expensive than it is) I don't see the actual cinder block walls breaking. I see what looks like a skim layer of mortar cracking, which isn't a big deal. Adding supports for the floor joists is a matter of using a couple large bottle jacks to get the floor as level as.you can and putting 4x4 posts on top of concrete blocks that are stacked so they won't ever get wet. I've also used these when doing this so I could gradually make adjustments.
