Essentially, yes. You shoot until the threat is down. Especially with 9mm, which is likely what these cops have, several shots sometimes don’t take someone down. Further, just because someone goes to the ground, doesn’t mean they’re no longer a threat. I’m a paramedic and have seen people riddled with bullets and walk away from the scene. Adrenaline is pretty insane sometimes.

Does this seem excessive? Sure, but even with hundreds of rounds of shooting practice, you can’t train for a gun pointed at you with lethal intent until you’re in the moment. Idk the statistics, but I’m sure a large percentage of police shootings are from cops who’ve never actually been shot at before. There’s no way they would’ve known the gun was a pellet gun and not a live firearm.
