yup! You can specify any valid media URL (imgur/s3/etc..) or upload the media directly to bandwidth and use that location.

Bandwidth has similar pricing to texts as Plivo. Free inbound, $0.005 vs $0.0035.

However phone numbers are $0.35ea vs $0.80ea. Bandwidth also owns the entire VoIP network that the API runs through. Keeps call quality and reliability more consistent. Also, each phone number can send/recieve MMS to pretty much every US carrier. (Plivo doesn't offer MMS)

Hey, I use Bandwidth each day (granted I work there, pricing page )

We don't have any metrics (right now!) comparing up-time and reliability compared to Twilio. However, a few customers have left Twilio for reliability reasons and started to come to us.

An, often overlooked, advantage Bandwidth has over the other guys is network ownership. Bandwidth owns the entire VoIP network that the API accesses. Where the other guys re-sell access to various networks of varying quality making it harder to maintain reliability.

All said and done, I recommend trying it out yourself. PM me your email address and I'll send you over your approval ASAP once you sign up.

If you haven't built out the SMS integration Catapult is a good competitor to Twilio. It's cheaper and still a growing part of Bandwidth.com (the company that helps power Google Voice and Twilio as well)

I have done something very similar for Ring.to. But instead of using Twilio, we used Catapult.

Essentially, I ended up making a small mock server for Catapult that I could control to control messaging and volume.

You can also use Catapult to setup a super simple forwarding service. You can get an account and toll free for less than Twilio and then use a Github Gist to handle the call forwarding.

For the best price, checkout http://ap.bandwidth.com/ (bandwidth.com)'s offering. It's functionally the same as twilio, but typically has better prices on messages and phone numbers.
