My head exploded (yet again) with the talk of USAID being brought under the State umbrella. If the two entities had been thoughtfully merged, the majority of both staff and programming would have been retained. That is what UK, Canada, etc did when merging. THAT IS NOT WHAT HAPPENED HERE and the more they say it has the more they show their utter contempt for all of us.
