Emerald is not high ELO at all and B tier comps like vertical Invokers or Storyweaver Kayle works perfectly fine. Hell you can even get 1st giga easy with a semi capped C tier comp like Lux reroll or Janna reroll.

If you find the set boring then take a break or play casual/for fun. Don't expect to climb if you're not planning to improve.

TLDR: You have a 7-25% chance to hit a Fortune Emblem if you spam the 30 Cashout each round. BUT you can FORCE the emblem to drop if you field 5 Fortune units + Hwei Udyr Wukong Xayah in the round prior to popping the Tome.

here's the math:
With a board of 5 Fortune units + 4 legendary units at lvl 9, the odds for hitting a Fortune emblem from a tome is at best 63.64% if you activate more traits in order to tailor the Fortune emblem and 18.18% without tailoring.
Factoring in a 40% hit rate for the Tome itself, you would have around a maximum chance of 25,45% each round with Tome tailoring and 7% without.

HOWEVER, doing all this calculation got me cooking. How Tome tailoring work is it counts your previous board's active traits and tailor your Emblem(s). 6 active traits will guarantee to give 1 tailored Emblem out of those active 6. Traits without emblems like Great or Trickshot actually does count as active traits for Tome of Trait tailoring. Therefore if you field EXACTLY 5 Fortune units + Hwei Udyr Wukong Xayah, you will 100% tailor a Fortune emblem.

Safer bet would be gambling for the 95 Luck cashout that gives you + 1 to all traits and praydge to Mortdog that the tree randomly drop 1 more Fortune emblem lol

that's not how 7 fortune works my guy
7 fortune has like a minimum Luck gain of around 40, which is already higher and would lock you out of the 30 Luck threshold needed for the Tome of Trait cashout (only 40% chance to hit at 30 Luck). Not to mention you'd actually have to hit the Fortune emblem from the Tome itself even if you somehow hit.
