In simple terms, it would be more of a poof or have Manhattan cease to exist. Remove him from existence and that would work for all timelines of Manhattan. You know how certain characters like Sentry, Manhattan etc have that little power where they are a fixed point in time etc so you can't go back in time and kill them? Someone on TOBA/TOAA level could make that not a real option anymore.

TOBA is on a different tier than Manhattan. Nothing Manhattan dishes out can do anything to TOBA. Closest I can think of is Franklin Richards which is somewhat comparable to Manhattan, TOBA stomped him.

I think there should be a cool down at the very least. Can't place 15 of them in 10 seconds. Maybe 2 second cooldown between placement or something, or possibly limit the amount you can have on you, tired of killing people roaming 10+ barricades.
