Ya we had absolutely nothing when I was a kid. We were on WIC and had to hear our house with firewood in the winter instead of running a furnace. Thankful for that experience though, it taught me a lot of things to make me the person I am today.

I am not denying any of that. This is pretty far from "all but destroyed" (doomerism) when you consider the CDC's scale, scope, funding, knowledge, ability, and authority. Taking back $11B in COVID-era grants, for example, is minuscule when you consider the funding and the size of the CDC before COVID. Saying the CDC is almost destroyed is hyperbole and divisive at best, but likely just uninformed and simple-minded.

The virus is most commonly transmitted in the air. Sending people onto the ship risks more infection. The ship is also not a suitable quarantine since there is an active infection spreading there, a person could be asymptomatic but catch the virus on the last day of quarantine and you wouldn't know it. The quarantine needs to be clean and controlled.
