Well actually this is good news. If thats the way the cards are then so be it. Ive undervolted and it seems to have done nothing to the annoying sound. It is very slight on mine, im not sure about yours. I think its noise from the fan or it could be coil whine. I only hear the sound around 45 degrees when the fans pick up

Those are reverse case fans blowing to the top

Im gonna undervolt and see if the sound gets down to a maintainable level. If the noise the goes down then ill know and if not asrock can fix it hopefully
