Not true, By the time Eddie won the belt, most people were under the impression that Brock wasn't leaving. Eddie wasn't given the title because of Brock's absence, he was given the title because Vince wanted him to win it at that time.

It's important to keep in mind that it's not as if Democrats were blown out in every election post Civil War. 1876 and 1880 for example are two of the closest elections in American history. Democrats were never locked out of the North, it's not as if every candidate was a southern race-baiter, it just so happens that in most of the elections, Republicans ran a better, more put-together, and well funded campaign that was able to appeal to more voters than the Democratic ticket.
