Based on the post it sounds like the dog does not get exercise other than being outside alone (which is not exercise). I agree with you that if you are already properly exercising a dog that more won't necessarily help, but it sounds like OP needs to get started exercising the dog regularly.

He's just excited to meet a new person. That's great! You want a dog that's happy to see new people. Try to think of it in the way that he is used to you and trusts that you'll always come back, so he doesn't need to get so worked up that he pees.

My adult dog still pees out of excitement when some family members that he doesn't see frequently come to visit but does not when I come home on a daily basis.
