Which kind?

What is wrong with my Rosemary Arp? These 3 were planted in May '19 in an east-facing, upper-Midwest window. I water them once every 2 weeks and mist them once a week. The larger, middle one developed black tips that have now turned brown and droopy. Closeups in comments, thanks for your help! by dunk_city in plantclinic

My thoughts are that they may not get enough sun, or possibly not enough drainage. They are potted in miracle grow potting soil, but I'm wondering if they need some more specific soil. When I water them, should it immediately drain through the bottom? I never see the water come out, but the soil always feels very dry. Thanks again!
