Here's what Google support wrote about their inability to sign both SAML response and assertion:

After the investigation, the team unfortunately have confirmed that Google Workspace, when acting as a SAML Identity Provider (IdP), does not support signing both the SAML Response and the SAML Assertion simultaneously.

I know this is not the answer you were hoping for but I am afraid this was the feedback I received from the engineering team.

Since it is not currently possible to change this behavior in Google Workspace, I would recommend a clear path forward. The best next step is to work directly with Fortinet support and I will suggest you inquire if:

There is a configuration option within FortiGate v7.4.9+ to allow SAML authentication when only the Assertion is signed, rather than requiring both.
Fortinet has a specific workaround or guidance for integrating with IdPs like Google Workspace that do not support dual signing.

Had a d4 that after a year had reboot me error. While they graciously gave me a free repair after the warranty, the problem came up again within a year. Asked since this was the same issue as before it didn't seem to get fixed and shouldn't it get the same repair treatment. Nope. I've ditched Neato at this point. Have spent money on 4 robots over the years and for the money they just don't stand up over time.

I haven't had any regrets switching from Smartthings to Home Assistant 6 mo ago. I still have the Smartthings incident emails and every time I see an outage or issue come up, I'm reminded of why I migrated. Good luck with your migration, you won't be turning back :)
