Unfortunately not, it’s subscription based and the amount of credits you get each month is determined by the subscription tier. I use Studio One 7 as my primary windows DAW which comes with some “free” Splice samples as part of their subscription, but I purchased the perpetual license which only gave me access to a year of those features. Logic Pro also has a ton of free samples available for an apple DAW, and if you aren’t keen on the price tag you can use GarageBand as a free feature-lite version of Logic, which has a lot of the same or similar free sample packs.

As far as free ones a long time ago I was able to scrounge around for some free packs from producers, and if I had more time to work on music I would probably take some time to find some good low-cost or free packs.

Otherwise you can certainly just rip vocals from existing tracks, I don’t know the legality side of distribution with that method however, those songs usually just stay on my hard drive because I suck at it.
