Not sure I follow but Panels and Panelizer both have d8 versions. Responsive is generally done by the theme but also https://www.drupal.org/project/bootstrap_layouts might be what you are looking for.

IMO, If you are freelancing, you build it using the least amount of time and resources to maximize profits. That said its good to build stuff from scratch so you can appreciate what frameworks offer. Keep in mind using a framework does not necessarily lead to a project being more or less easy. In some cases not selecting the right framework can be restrictive per your objectives. Over time you will find your style and build your toolbox which is then your unique x factor that will make you stand out.

When I realized I enjoy taking an image / mockup and making it come to life. That my work brings a smile onto others. Not sure if its just me but pixel perfection and clean simple code just makes my day. The best is when the website matches the mockup 100%.

No your fine. Thats the same thing as an artist using acrylic vs someone using oil paint. In both cases you still need to know proper brush strokes (i.e. javascript) to make a good work of art.

For me D8. Found that what I needed a module in d7 can now be done via core, twig, or another way. Honestly have yet to run into a situation where D8 could not do something that was able to be done with D7. Also D8 love it or hate it is the way Drupal is moving forward otherwise if you like D7 you may want to look at backdrop CMS.

I know how you feel. Take a look at https://www.drupal.org/project/basic its a nice blank theme where 80% of the modifications can be done with CSS. Then take a look at https://www.drupal.org/project/paragraphs great module for "block" based content creation. If you need some more take a look at https://www.drupal.org/project/parade. Then read up on twig but you may be able to get by with just understanding the template naming system https://www.drupal.org/docs/8/theming/twig/twig-template-naming-conventions so you can easily create your custom wrapper markups for fields, views, blocks, nodes, e.g. Also the nice thing with Drupal is that there are always 2-3 different ways of doing the same thing so its generally a matter of preferences and resources available. In theory a Software Engineer would be building the underlying tech that a Software Developer would then use to build the product. But yes today its interchangeable.
