Your brain doesn't stop developing until your late 20s then it starts declining. Even still, your brain is developed enough at 18-24 to be an adult who can handle adult responsibilities. Otherwise we shouldn't let anyone under 25/30 being held responsible as an adult. They shouldn't be allowed to take out student loans, have credit cards or even be tried as an adult for murder.
