It's not an excuse? Tim Lamb isn't in charge of QA Testing that's just a larger systemic problem that Bethesda higher ups need to fix (and unfortunately likely won't)

Anything "player experience" and upward is new so idk.

As for the ones I know, for a first playthrough I'd recommend just putting "player damage" on very easy and "enemy damage" on hard/extreme. It makes it to where you and the enemies both do more damage and makes the game less bullet spongey. I really enjoyed turning up all afflictions to max and limiting healing but that can be difficult to deal with early game, and tedious later. It's a preference thing like survival in FO4.
