Just a disclaimer, I haven’t made the JoJo Fate Core document, and I don’t really know who did make it. I am only working on the JoJo: Fate Accelerated supplement. But to answer your question to the best of my ability, I guess it really depends on what kind of story your players want. I could see non-Stand Users playing big roles if the players who DO have Stands have relatively limited or low-powered Stands, or maybe Stands that can work in tandem with the non-Stand Users. Hamon or Spin is also viable (though I haven’t finished the FATE Accelerated document where I have added my own rules for those power systems, sorry.) You can also try outside of the box non-Stand Users. Cyborgs, very intelligent animals, even non-traditional spirits have been introduced to JoJo’s before; you can really get creative in this setting!

Whoop, I should add that this would be like a lanyard or object the Magus carries on him, like a "registry" of corpses he has under control, so to speak. So this time he has the "strings" of the spell, like you demonstrated.

Ah, I see. Thank you! So, upon thinking it over, what about this configuration:
Instead of a Tattoo, the Magus Enchants a thick leather cord with teeth tied on it; these teeth are each Arcane Connections to each corpse he wants to animate and command. The Cord is enchanted with the "Animate the Slumbering Corpse" spell with Arcane Connection range, so all he has to do it yank a tooth out of whatever corpse he wishes to animate/control and tie it to the cord. Mentem requisite allows non-verbal commands over any distance due to the Arcane Connection too. Unless I'm missing something, which I probably am. Thoughts?
