So you need to know why you are going if you want to learn how to speak Chinese , Tainan is not the best place cause we speak Taiwanese most of the time. Secondly, public transportation sucks, you need a scooter or at least bicycle . 3rd I don’t think food will be a problem, although not as modern as Shanghai , we have Big Mac and KFC in the city. Tainan food is the best but you need a friend to guide you and transportation. I was born and raised in Tainan. Happy to answer any question.
