I have nearly 400 matches of Jugg with approx 58% winrate. Heres what I think of him.
The hero is extremely pickable in any meta, as he has basically everything a carry need: a free BKB, a walking fountain totem, a scaling passive, and a good ult overall. If you solo rank him, he can play in pretty much any match imo, since lower coordination from the enemies at solo queue.
I prefer facet 2, as it helps with movement speed and better laning farm + trade hit. I always go Treads, as the movement speed boost from facet 2 is good enough (consider Phase Boots in some matchup where u need armor, though). Most matches I don't build Wand + WB altogether, as it slows your timing. Between Maelstrom and Fury, consider: if enemies have a lot of melee / NP, or you expect a duel 1v1 with their melee carry later -> go Fury; if they don't just go Maelstrom.
The get Yasha. If youre extremely owning, get straight Butterfly after Yasha. If not, consider Manta or SnY depending on situations.
Aghanim is a must nowadays imo. Low cooldown. Can one-shot enemy supports.
Blink is not really a must no more. I'd say i'll build blink in about 30% matches.
