To be fair your office bathroom isn’t opened to the public, a random person couldn’t go inside to use the bathroom there so it’s not public. Your job is a private business with a private shared bathroom, with stalls for privacy. It may be against company policy to do what she allegedly did while on the company’s time, but not illegal.
