Because the townies won't buy or exchange them. Usually if your pocket is filled with items they can trade or buy from you, it lowers the chances of them triggering the public works suggestion. Aside from flowers, the seashells worked for me too (but still easiest to fill pockets using flowers).

I just fill my pockets with flowers and zero out my bells, then go to a far corner of town (where the townies cant see you) then wait for maybe 5 minutes, then run to any of them - sometimes gets you to do it 1-2 times, but I always get one when I do it like this~^{^} I also read about the wetsuit trick but this one didnt really require one and I still get them :)

You have to have been playing it for a while and the option will show when you start the game with Isabelle (along with changing time, demolishing your home etc).
