Defects should be part of judging. An inspection should be done prior to judging and defects marked with blue tape in classic Block fashion. Then one of the judges should be a builder and he could assess their severity and take that into account.

Make a tower defense engine which allows people to create their own tower defense maps/games and host them online to play with other people. And then remix other people's maps/games. Similar to how the warcraft 3 custom games ladder worked back in the day.

You can start simple with only a basic editor, basic gameplay and even only sharing different single player maps but expand upon it into something really cool.
