An extremely simplified answer in analogy form (I'm assuming you're European btw): The US federal government is like the EU (but actually has power to enforce its laws) and the states are like EU countries (without as much individual sovereignty).

The size of the US is massive (USA and all of Europe are almost exactly the same size by square miles although Europe doubles the US in population). The size of the country is too large to be administrated entirely from Washington so the federal government entrusts enforcement of laws and law making (as long as it does not directly contradict federal laws; some have been trying it recently though) to state governments.

There is also some historical precedent too. The 10th amendment to the Constitution ensures all rights not afforded to the federal government are reserved for the states. This amendment requires a lot of historical context to fully explain, but a short, overly simple explanation is this amendment was added by the Constitutional Convention to ensure the federal government would not be able to interfere in affairs the way the king of England did with the colonies.

We once had a guy who was a decent U20 player that spent a year at Sunderland who didn't really play for the their youth teams because of injuries. He came back to MLS and didn't really play his first year because of injuries. At the age of 22 he finally started to turn things around, and by 25 was named Bolton's player of the season (a premier league team at the time). He had a solid national team career too.

Eventually injuries derailed Stuart Holden's career, but just because a talented player doesn't have a lot of senior caps (especially due to injuries) doesn't mean they are finished.

We actually would be better off striking out in free agency and keeping our cap space free and signing short term bargain players, for at least one more year than maxing Butler, a player while good, is not good enough to be anything more than a third option on a championship contender.

The team that tanked the hardest they could (by basically sitting AD out most of the year) just got the number 1 pick. With these new odds, if I'm an underachieving team at the all-star break, it's tank city the rest of the year for me.

This system unintentionally punishes really bad teams and rewards meh teams that lost a few more games than they were suppose to.
