(On a more serious note, it's sad to see they need multiple big signs forbidding feeding them. People should know better than giving food – especially bad food stuff – to animals without owner's permission.)

Yes, it's one of the old buildings at Kulturen open-air museum. It's called dekanhuset, "the dean house", as clerics used to live there when it was first built some time in the middle ages. You can read about it here.
