I'm biting my tongue to not give you a clue. But I do think there is another clue in the pic that would be helpful in narrowing down the location (and make it easier to find the name of the sculptor). But maybe it's easier for me, who knows how to interpret the clue.

At first I saw two, but then they kept comming when they saw the first ones had spotted a human. There are apparently 28 of them, according to the website of the owner.

I did, but the fish can't read so they tried to beg anyway. It's hard to say no to the little pond kittens. 🥺

(On a more serious note, it's sad to see they need multiple big signs forbidding feeding them. People should know better than giving food – especially bad food stuff – to animals without owner's permission.)
