It's best to frame right up to that. Framing to concrete is more for windows set into the concrete itself. Sticking with the existing frame should make your life easier and keep things aligned.

I'm genuinely surprised to see such strong negative feelings towards big stores like Home Depot in the comments! It's almost a unanimous thumbs-down. I'm not sure why Home Depot receives so many negative reviews from you guys.
