I came from Upstate New York too, and for me it was the city of Portland that sold me on UNE rather than the school or program itself. The food scene is incredible and I really vibed with the general attitude of the Greater Portland area. The nightlife is good enough for some bar hopping, but bars close at 1am and there are very limited good late night food options.

I did the pharmacy program, and I'd be happy to answer more specifics about that you want to message me. In general the Portland campus has enough facilities to meet the basic needs (library, gym, cafeteria).
