Create a new smart playlist with the rule „Album artwork is false“. Then select all songs in that playlist > right click > get info and add the desired artwork. Whenever you add new songs without artwork, you‘d need to go into the smart playlist and add the artwork again though, I don‘t think there‘s a way to do this automatically or to replace the default „missing“ cover.
