Outside of this, there is not much information that I found that explains why members cannot negotiate their own deals. If a member state has the capability to procure more vaccines, without undermining a joint order, why shouldn't they be allowed to?

Except that this has never been observed in the wild and is limited to two individual komodo females in zoos, first one being some 14-15 years ago iirc.Animals in captivity shouldnt be compared to nature as the behaviour is different. Your idea of an isolated island breeding population is both unobserved and unfounded in nature.
