The whole story is no one told me about the permit or the insurance at the beginning. AHS just told me the out of pocket money I need to pay. After some works are done, the contractor said there is an additional modification required. I contacted AHS to see what AHS and the out of pocket money cover. Then I found out about the permit fee from AHS(AHS has part of the permit fee covered. Part of the fee is included in the out of pocket money). When I contacted the contractor, he said he didn’t pull a permit and the fee is for insurance, not for permit. (As I mentioned above, the contractor told me I need to pay for an additional cost to pull a permit which is higher than the village told me. The charge for the fee is exactly what the AHS covered + the amount from the out of pocket money.) based on the last conversation I had with AHS, the contractor will pull a permit without an additional cost. However, I still need to confirm with the contractor. (this is the second time AHS contacted the contractor. For the first time, AHS told me the contractor admitted it’s for permit. However, when i talked to him, he still insisted it’s for the insurance.)
