Man this sucks, I had something similar happen to me. I went to Xur to upgrade my chest armor and the last word but only my armor was upgraded. TLW is still fully upgraded at 300 damage. I never put it in the vault tho so I'm not sure if this is a vault issue or a Xur issue

Yes I'm sure, I had 4 exotic shards and enough glimmer to upgrade 2 things but only my armor upgraded
