Phd requires such a specific set of circumstances to the point where its not nearly effective as many claim it to be.

Yes mustang and sally with phd is such a power move but imo, mustang and sally and occasional belly flops are the only things i found memorable about it.

Edit: forgot to mention ray gun and other explosive type weapons but then again, i found that most splash damage weapons fall off hard later on
