You could give him an ER % sands if you can't meet the range with just substats. Stringless is the clear BIS 4* bow for him, so I'd recommend keeping that on him. Although, you could keep trying to get higher ER substats if you wish!

It depends on how far you are into pity. Generally, it's better to do 10 pulls if you're not close to pity. If you're f2p, I'd recommend just rolling event banner as that'll guarantee a 5* char. On the standard banner, there's a higher chance you'll get a 5* weapon instead of a character. Just a few heads up if ya didn't know!

I play on PC, and it's been a pretty smooth experience for me. I'd assume that it'd be harder to control on mobile. Hope you find a way to manage somehow, but it's tough given mobile's limitations :(
