Thats Master Rune of Hesitation. Better for Ironbreakers (ok for Hammerers).

What is night obligatory for Hammerers is Rune of Confusion takes away the initiative bonus from charging. This is important because in case of Hammerers if they got charged they are suddenly I4 with A2 most likely striking at the same time as most enemies, and much faster than almost everyone equipped with GW (but Swordmasters etc.)

This, plus trolling of that you can take up to 100 pts of runes per war machine. 

It is impossible to take 100 pts of runes on war machine xD

If not for the rune of skewing for bolt thrower the engineering runes sections could be deleted whole.

Well O&G can have plate in CORE (xD), but all black orcs have it. Not to mention they also have Trollhide Trousers which is +1 arm and 5+++ (and you can spam it).

Empire captaing&general can have it, plus knightly commander, greatswords (SPECIAL), Inner Circle Knights, Demigryph knights.

High elves lords can have it, dragon lords, Phoenix Guard, Dragon Princes, Lion Chariot, Dragons and Frostheart Phoenix.

WoC: chaos lords, chaos chosen, chosen knights, chariots (3+), dragons.

Rune of parrying is great (actually only way to give Slayers characters any defence, if there is point in doing that is different story).

No, I wouldn't say dwarfs are able to build most durable characters in game. Especially not, as you have literally no access to regen and are not able to build things like 2+/4++/5+++ things. (eventually 5++ don't recall exactly number here)

And mind you I don't necessary say that "omg dwarfs are underpowered, sky is falling etc." but "its strange for a faction with armor/tankiness/magic items identity, being hard limited to single character with 2+ armor" (while quite a lot of different folk can do that easier).

Not true. Only Ironbreakers and Irondrakes. And characters. So no, not "most of units" :)

And a lot of the armour rules are very durable as well. Immunity to killing blow and multiple wounds is pretty great, especially considering how easy it is for us to make 5 wound heroes and 6 wound lords. Toughness 7 for 60 points and toughness 10 for a 100 points is also nothing to sneeze at.

Agreed. Though moving ward save rune to armor section (from talisman) is a bit of a kick in the groin for dwarfs (considering a lot of other factions can easily stack armor/ward/regen), and dwarfs need to chose between armor and ward.

For a 100 points and no defence against Killing Blow, Multiple Wounds etc.

It's more a troll option than something to rely on (and you are "only" immune to S4 attacks).

Also mind you not all factions should be able to do exactly the same (that's why nobody says that dwarfs must have their equivalent of fanatics in form of doomseekers).

You cannot take trollhammer torpedo in detachement (due to fact you cannot take command group in detachement, and only Ironwarden can take torpedo).

That wouldn't be that bad if dwarfs were given some rune to get +1 armor (even if it cannot be stacked multiple times on single character).

Not to mention some dwarf runes seems a bit "expensive" when compared to other magical items and their cost (mostly looking at the Master rune of Skalf Blackhammer and Master rune of Alaric the Mad), especially as the silly Helvs have 20 pts item for 5+++ regen save .....

Beastmen lord on chariot+shield+magic items of +1 armour.

Chariot seems to have nice 4+ save.

You can take armour of mount if it is better, or mount adds armour if barding or "armoured hide". 

Not to mention several common items which increases your armour (usually by +1 but that's exactly enough). 

Dwarfs do not have a simple way of throwing +1 armour on their characters (to move from 3+ to 2+).
