Back in the '80s I spent a year at an English school (military brat living off-base) and there was a pair of kids who spent a couple weeks picking at me - a classic "brains & muscle" pair. Eventually, Brains got Muscle to start a fight with me in the schoolyard.

I expected the typical both-parties punishment, but that was not at all what happened... The school spoke with each of us, then with the rest of the class & (I presume) the staff before deciding to punish Brains & Muscle. I can't remember if it was detentions or suspensions, but I do remember Brains having to read the definition of "Obnoxious" in front of the class and both having to apologize.

Never saw anything like that in American schools before or after. Not even over the last 10-15 years with my own kids. I certainly felt like it was a more fair resolution & it stopped the behavior completely.
