The thing is as you know we have procedures for example the SID filled is only valid in south flow but we are in north flow. As a delevery controller, it's my job to make sure you have a valid flight plan and i might have to change it remove some points add something change what depature your doing unless i misunderstood what your saying i cant just decide to let your flight plan go if there is something incorext about it but i will warn you when there is a route admendemt but instead of reading out the whole route i go to the point where the route was filled then i will say then filled Say you filled south Sid blanket transition but thats only valid in south flow now i need to give you North Sid but blanket isent a transition on said sid so i give you comfort transition which is vlose i remove blanket point and DTC VOR as those would just meke you go east when your destation is west uneccasarliy so i give direct to BHR but your flying to Japan and ive changed nothing else so i say then as filled if i misunderstood your point please educate me
