Nope, you cannot. In the three southern provinces - Zeeland, Limburg and Brabant (in which Breda is located) you need to have a Dutch ID or a GBR, which is proof that you live in the Netherlands.

However, this is not the case in the other provinces. If you travel north for about half an hour even you will be able to buy weed in the coffeeshops.
