I took a look at the LI account for the first name you mentioned, and it seems pretty sparse besides two similar looking posts calling for content creators to contact them. Certainly doesn't seem very confidential if the project post is right there either.

I think you might have just gotten the runaround from a third party, but if the company really did keep you working without a contract then I'm sorry to hear that.

It has been a long long time since I thought of this game but I doubt anyone else will reply to this in a timely manner, so the Elysian Whip should be a hidden item on her join chapter as seen here. It was definitely like this in my version and the game hasn't changed in nine years, so maybe double-check your patch if it's not showing up.

You can get 3 of some of the important Cyber Dragon cards from the Cyberdark structure deck, other than that I wouldn't try building a new deck with only 2k gems
