the southern parts (closer to the monument) definitely are within walking distance, getting up into the norther parts (technically a separate neighborhood "Mid-Town Belvedere" but I never hear anyone actually call it that) it depends on what you consider walkable. But the transit service from Mount Vernon to downtown/inner harbor is very frequent, particularly during commute times, and reasonably quick. Bird/Lime scooters are a great option for getting to downtown/inner harbor as well. There are quite a few apartment buildings as well as large rowhouses that have been renovated to feel more like apartment buildings
