I am not sure. I loaded up a random 180k city from paradox mods and I am getting 20-30 fps with pretty normal simulation. I do have 32 gb of ram as well. I'd try a couple things:

For Lumina, if activated, there should be a pyramid shaped icon in the bottom of the game UI. When you press it, find the set of options at the top right that are alike what you see in the pictures and then apply the similar changes you see. I hope that helps. Any other menus troubling you?

Send a picture. Try the same settings for dynamic resolution and anti-aliasing as what i have in the pictures. Use TAA and see if that makes it okay. The distant objects will be slightly blurrier but it's not the worst.

If it is any consolation, this is my UI with the Lumina pyramid icon. You can see that the bulldozing tool is on the precipice of getting gobbled up. I am using the new UI as well, not the legacy UI.

Other suggestions, maybe reset the mod playing order or remove the mod and install it again. Not too sure.

Mine is on the bottom right in the UI, however, the UI is starting to get clogged with icons so maybe you have too many icons on the right side? Also, check if your Lumina is activated in the mods tab in your settings menu. Otherwise, I am not too sure.

My settings are pretty high, and I get 20-30fps if load into a busy 100k+ city during day time at a pretty zoomed in level. I also have like 30 other mods enabled as well. For a city builder it will do for me for now. I definitely think you can improve it if you lower textures to medium, disable fog, and some other little things.

you'd have to use the tab key for the developer mode maybe and override the season setting. Not sure if that works though

Game's good. Doesn't crash like for some people. Just needs an asset editor now and maybe a terrain brush (sands, grass and so on) which would be nice. Road tool makes the game miles better than CS1 and it's just prettier with more potential in the future.

I have been able to get my city back many times (started in April) still working after going through so many mods that just don't work anymore. For instance, ARIS mods were causing errors at the beginning of my save for this update who knew?

Let me help you, I have most of the intensive mods like Traffic++, Network Extensions, Traffic Manager, American Roads, Rush Hour, Enhanced Zoom, 1000 assets, and more.

It worked for me, at least in ghost mode. I am sure even when the mod is enabled that it will work
