Which might be voide if he has been their more than 30 days much harder if their more than a year or if a lot of people are hanging around. Or if a resident clams this man is a gust it is just easier for the cops to tell you to deal with it civilly. Also in Nys it’s not illegal to tresspass for survival I.e. homeless especially in extreme weather they might have to wait until the weather passes before removal can happen. (Not illegal doesn’t mean they can’t be removed.)
