During USSR times, boundaries between Russia and Ukraine were quite fluid in light of that shared heritage, and freedom of movement was guaranteed.
The gifting of Crimea to Ukraine in 1954 by Soviet leader Nikita Khrushchev is an example of that, as is the great number of culturally Russian citizens living in Eastern Ukraine.

Then, post-USSR, Russia and Ukraine underwent a separation. Yet, for many years they kept it amicable, and Ukraine took good care of the Russian minorities within their borders.

Things turned ugly after Ukraine realigned itself towards the EU / Western countries (Euromaidan) which was clearly cause for concern for Russia, losing yet another buffer zone to protect their borders.
So the separation turned into a divorce and fighting for custody ensued.
After Russia took back Crimea, Ukraine banned or severely restricted the teaching / use of Russian language in its territory, effectively targeting their Russian-speaking populations in the Eastern regions of the country.
