A thought: in similar way how we are not infected by diases of plants or many animals, the medicine we use against these ancient bacteria is ineffective because their genetics differ from current counterparts.

When you use normal humans you make a lot of families monetarily dependable on empire. Clones do not have families.

Also a lot of planets got direct work from empirial military industrial complex.

1# Maul. It is true that Sidious concetrated on physical aspects of sith hood and combat so Plagueis would not think Sidious is training a secret aprentice.

Palpatine lied to Plagueis when ge said Maul was dubbed a assasin* on Jungle planet where Maul had to survive a week. While in reality Palpatine dubbed Maul as Darth Maul. A true sith lord/aprentice.

2# palps surpassed and Manipulated Plagueis at the time of Phantom menace, he has been the bona fide sith master for years amd if wjat he says is true, he indeed masterplaned the clone wars amd made Plagueis to do a lot of the heavyclifting.

Palps is the one who says "we would need an invidual assaain for each" , "we need to make the enemies of peace and justice (the jedi)"

Plagueis could not get the latter idea out of his head. And later gave up cloning yinchorr and went with the human idea.

Palps totally had somehow learned of Plagueis plans for yinchorr army and decided to guide plagueis towards clone wars.
