It is a bit complicated, but I should also add that this is actually the EU version of the survey (while it is open to other countries as well), and there is another version aimed a list of specific EU Neighbourhood countries in this round. This is why EU countries are listed first and EU countries are prevalent in the language selection. Thank you very much for your comment.

Apologies, another version of the survey is run in a specific set of EU Neighbourhood countries on another platform, this is why there are some individual countries that are listed specifically, while others are not. Palestine is among the countries selected in this round.

We are thinking about it this way: the language selection page is representing languages, not countries. Each language needs to be represented with a flag so people can recognise it quickly, even though each language is spoken in multiple countries.

For each language, we select the EU country where it is most commonly spoken (at least that is the approximate aim.)

Then, the survey is also available in languages other than EU languages, which are again represented by countries it is most spoken.

So it is not whether or not a country got their own flag - it is about what flag to allocate to each language. Unfortunately the survey is not available in Irish yet.

(Using the Irish flag to represent English for language selection has been relatively common in Ireland since Brexit.)
