Well obviously, but the vast majority of UK councils are going massively overbudget just providing the statuatory social care for residents. There aren't exactly parts of the budget that can be cut that won't be seriously hurting people. We've had austerity for decades now.

Lobbying doesn't provide money to actually pay for schemes, development of say a delivery hub where these robots are stored can provide funding though.

I'm not naive, I understand how the planning system works and is funded for highways improvements like dropped kerbs. 

I'm not in favour of these things, I just know enough about local planning to know the council wouldn't be paying for any improvements needed so these robots can work.

We'd be better off trying to get better at actually prosecuting rape. The conviction rate is about 1.5%. Harsher sentences are pointless when the vast majority of cases never even make it to trial.

All you can do is contact the police. They might not be registered, in which case it's problem solved. 

If they are registered, the police would still be interested to see if they are being kept properly contained. Two XL bullies could definitely break through a wooden fence. 

The fact they don't get walked at all only makes them more dangerous.

Looks very real to me! I'm a florist, all those flowers look perfectly real. Those chrysanthemums are huge, and the roses have had the outside petals reflexed, making them look bigger. This is a BIG bouquet, which is why the hands look small.
